"It's too soon to tell whether the FDA's revised rules will be enough to rein in the e-cigarette industry," says Ben Charnock, director of global policy at the Action on Smoking and Health, a nonprofit organization that advocates for tobacco control. "We do think it's going to be very hard to keep the youth vaping epidemic from continuing." Vaping is a growing trend: About 4% of American teens reported using e-cigarettes in 2017, the latest year for which data is available. That's up from 2% in 2016. About 4% of teens reported vaping in 2017, compared with about 2% in 2016, according to a survey of nearly 14,000 teens from the Centers for Disease Control and Prevention. "In general, we think that anything that makes it easier for kids to access products that are designed to appeal to them, is something that we want to look at very carefully," says Aviva Aron-Dine, director of the Center for Science in the Public Interest's food and tobacco program.
